    I'm pretty sure the option to choose comp time (1+ / 0-)
    over OT is the employees, not the employers.  
    And if you choose wrong, you aren't a team player and won't be considered for promotion.
    I have no problem with allowing someone to earn and bank comp time.  Why do you?
    I have no problem with allowing someone to earn and bank CASH and then take time off without pay if they feel like it.

    Time and a half on the next paycheck > Regular time months later (or never).

    Workers like teachers sometimes defer compensation when they're getting paid so they have income in the summer... but paying a 50% fee plus lost interest to do so seems a little bit expensive to me.

    What are you doing to fight the dangerous and counterproductive error of treating dirtbag terrorist criminals as though they were comic book supervillains? I can't believe we still have to argue this shit, let alone on Daily Kos.
