    What I'd hypothesize is that instinct-driven people, whose behaviors are mostly responsive to prompts (past or present) don't focus on the future on their own. Perhaps, if the language reminds them, it makes them feel insecure. So, they feel a need to rescue themselves, but they don't know from what.

    We organize governments to deliver services and prevent abuse.
