      Then opts not to do that procedure, that positive test result is going to be a reason (legal or not) for health insurers to refuse to write them coverage in the future.

      Breast cancer without insurance IS a death sentence. So women really need to know absolutely that they'll follow through (and that they're physically capable of following through) with the surgery before they run the test.
