    the carbon is gone only if the plant is buried when it dies in a way that bacteria cannot feed on it releasing the CO2.  Oil and coal are the remnants of plants that got buried in anaerobic layers or mud before being fully metabolized.

    Also, Algae (the majority of all photosynthetic stuff) and other and plants are generally growth limited by nutrients.
