    just plain laziness like the people that use their grandmas disability card to park closer in the grocery store

      to help people meet a legitimate need, there will be other people who utilize that law or regulation fraudulently.  It's a fact of human nature.  But to punish those who genuinely need help by taking it away - whether it's handicapped parking decals or wheelchairs at airports or free lunches at school or food stamps or welfare payments - is unconscionable.

      My 99-year-old mother has never asked her doctor for a handicap parking permit because she doesn't need it (she walks a mile at the gym five days a week) and she doubts that her doctor would grant the request anyway.  When she's asked by some of her much younger friends why she doesn't ask for one, she tells them, "I don't mind parking father from the store and walking the extra way.  I'm just grateful I'm still able to do so."
