  •  People tend to migrate because of jobs and (0+ / 0-)

    opportunities.  They can also migrate if their rights are threatened, or if a state moves to make it more difficult for their children to get an adequate education.  It boggles the mind that a state like North Carolina, which is so very invested in a great state-supported and private college system (North Carolina, NC State, Duke, Wake Forest and many smaller and less well-known colleges), would create, by public policy, a public school system that is incapable of graduating students who would need remedial education just to be able to compete academically with these great institutions.  If I had children in a school system that intended to fail, I'd get the hell out of there.
