be more that a screw up and 2. if there hadn't been worse done pretty much as long as the IRS has been in business.

I've had some dealings with them over the last couple years . I have a rather small, fixed income so you'd think no problem but one year they decided they knew better than I and when I should have paid a modest sum, as I indicated on my return, they sent me a not so modest refund. I convinced them I shouldn't pay penalties for their error so victory! - kind of.) Then I sent them a new automatic withdrawal form when my bank changed hands. They used it for a few months, then for some reason reverted to the old, non-existent account & expunged the new account info. I've bumped into a few agents there who have really no clue which used never to be the case. Things seem kind of screwed up there in general & when you contact them it can take 6-8 weeks to get a reply.

As for item 2, back in the day I my (now ex) husband was involved with the local branch of the committee to impeach Nixon & wrote a couple of letters to the editor. Sure enough our pitifully poor income tax return (only wages, barely above poverty line (I was just out of college & he was still in) only standard deduction, no investments, etc.) was audited & no one (at the IRS) seemed to know what they were looking for. It appears to have been purely an annoyance audit & I understand we were one of many that year. My understanding is this "scandal" doesn't even involve audits, just applications for tax exempt status where, in my opinion, they are way too casual anyway.

Where are we going and what am I doing in this handbasket?
