    ...at least, not any that could get passed.  When it comes down to it, if you're in the path of a tornado, unless you've built a massively reinforced structure, the odds are good it'll be damaged or destroyed.  

    Here's something simpler: require that all trailer parks have a communal shelters set up, or require that people at least have a storm cellar built (that their house won't fall into if it is destroyed.)  You could even incentivize this by having communal shelters on private land -- give the landowner a tax break/construction subsidies for building a shelter that allows all his neighbors to hide in, so long as it meets basic minimum criteria.  

    There's nothing like a hole in the ground to vastly increases your chances of survival if you have to ride out a tornado.
