    to have a FEMA certified EF5 shelter if you live in certain areas of tornado alley.  I have not seen anyone suggesting that they need to be in every single US community.

    The statistics prove this.  It's very doable, and not as expensive as you think.  Local or state govts can do it, it does not have to be federal.

    Rachel did a piece on shelters last night.  The one in Tulsa cost $150K.

    There have only been 60 known EF5 tornadoes since 1950 in the US.  2 of them have now hit Moore, OK.
