    but not the details.

    The determiniation  of whether a business is an "applicable large employer" (the kind of employer subject to penalties) requires a lot of work.  Definitions of employee and full-time employee have to be parsed and special rules for part-time, seasonal, and variable hour employees have to be taken into account.  There are also rules about affiliated companies to consider.  And, the implications of electing to apply certain rules regarding the length of time over which employment will be measured have to be taken into account.

    Employers who are anywhere near the threshold of fifty full-time employees should be very careful.
