      build the structure a bit stronger, there was no demand for safe rooms to be built in the house.....

      In the two decades since Andrew splintered subdivisions from West Kendall to Homestead, beefed-up building codes have raised the odds homes will remain intact after the next major hurricane, but also raised their cost.

      So my point stands and since there since there is no way to build a house stronger to withstand an E5, safe rooms are the only way to be safe and we can't force people to pay for this in every house, it is up to them if they want to risk it.

        California's building codes require that new housing meet certain standards so that they can survive an earthquake. These standards cost a bit of money but they are the right thing to do. Tornado area's can require all new houses meet the standard of having a safe room. People in California screamed that is would make homes unaffordable. It didn't, greed made homes unaffordable. And you absolutely can require that all new construction in a tornado area must have a safe room. It's call the building code and is there to protect people.

        You say we "can't" make people pay for safe rooms in their house. Why is that?

        The model residential construction codes are 800+ pages of how you can and can’t build a dwelling. The purpose of everything in the code is to establish an agreed upon minimum standard of safety and serviceability. When people buy a new house, we do not let them pick and choose which parts of the code they don’t want to pay for and therefore not build. There are some things where they don’t get to choose where they “risk it.”

        Example: In most of coastal Florida, the code states you have to design a structure to resist a 130mph wind speed. You don’t get to choose to “risk it” and build to 90mph. It doesn’t matter whether or not you can afford it, if you want to buy a new house in Florida you are getting the 130mph design whether you want it or not.

        If a rational risk assessment found that requiring safe rooms made sense, then I don’t see why the government could not or should not mandate that. It would certainly be less expensive than the hurricane mandates in Florida or those for earthquakes in California.

            I think I get you now. You are saying that people can’t do something; but what you really mean is they won’t wanna do something. Big difference between ‘can not’ and ‘will not.’
