    The contractors will figure out a way to do it less cheaply, because they won't be able to sell otherwise. It would just be part of the process of building.

    It's because it's not mandated that it costs more. The more that do it = lower cost.

      but in areas with bedrock, it doesn't really get a whole lot cheaper because it is hard to dig or blast out the rock.  Many grading contracts have a price, and then an escalator cost if rock is hit, really big projects usually have core drillings in the foundaton area looking for rock, as the cost differences can be enormous.
