    Predictability and preparedness?  Current casualty counts are less than fifty dead and  a couple hundred injured.  For an EF-5 storm that hit a town of 30,000? I think that is pretty good.

    Californians retrofit, yes, but there's a limit to even that.  There is no earthquake proof structure in California.  There will never be a tornado proof above ground structure in Oklahoma.  I've heard more than one account of shelter doors being ripped open by the wind and people sustaining injuries, so even underground structures aren't perfect.

      What do you mean by that?

      No widescreen, or wine racks?

      Nothing is 100%, but more people survive wind storms by laying down in ditches - than lose lives by storm shelter doors flying off.

      Flying debris being the number one killer ...

      These are tornadoes we're talking, not the "zombie apocalypse".

      Conservatism is an obsession with the past ... with little regard for the future.

        As if the presence of of holes (really trenches) dug for underground utilities meant it was a simple matter to dig a hole for a basement or other underground structure.

        Yes, "lie down in a depression and cover your head with your hands" is a recommended outdoor, last ditch protection option.  I don't think anyone is recommending that for an elementary school, though.
