    Almost certain to draw the ire of critics and Citizens policyholders is the fact that Widdicombe, the company president, started Heritage after leaving Homeowner's Choice Insurance, where he had served under the former president of Citizens, Scott Wallace. Shortly after decamping to the private sector, Wallace started doing business with Citizens, benefiting from some of the policies put in place during his tenure.
    Widdicombe is the president of Heritage, the new company created to launder the $52 million siphoned from the state-backed insurance company called Citizens. Scott Wallace, Widdicombe's former boss, had been the president of Citizens.
