      I would counter that irregardless, people "who have options" would leave only to celebrate their exclusivity if for nothing else.

      I think there is a line somewhere, at some level,  where people with means will exit the public schools system irregardless of how it would perform.  

      If I were John D. Rockerfeller IV or Pete Du Pont, I wouldn't put my children in a public school.  I wouldn't even put my grand kids in a public school...

        of charters. In the view of some parents charters have some of the same benefits as private school, without tuition payments.

        I think you are right that few upper class parents, and many upper middle class parents, have children in public school.
