    But only those making less than 4X poverty level would get subsidies. So in other words, Barry would be able to buy insurance but on the exchange but he won't get any subsidies.

      is not correct.

      Adults and children who are 'Medicaid' and 'Chip' eligible, cannot buy health insurance through the state or federal Health Exchanges.

      They have NO choice.  They must go into the government program, or

      They can go to their local insurance broker and buy an unsubsidized private, individual policy.

      But that would be a 'joke,' since if they qualified for a low income government program, they obviously would not be able to afford buying individual health insurance in the 'private' (non-Health Exchange) market.
