        Despite the bad behaviour on the part of the IRS, and completely improper criteria for applying the extra scrutiny, I'm not entirely convinced there's anything actionable that went on. But this is really all just getting started, so we'll see. I believe they are probably just getting in on the ground and as more and more facts come out my suspicion is that the IRS is going to start looking even worse than it already does.

          as more and more facts come out my suspicion is that the IRS is going to start looking even worse than it already does.
          I suspect that the federal court action is based largely on a desire to get the discovery that will get to the bottom of questions like who instigated the policy, how long did it go on, and how extensive it was, rather than focusing on some kind of legal restitution to the groups involved.  

          And  those are all questions that need to be answered, one way or another.
