    the REAL negotiations begin.  next will be MORE litigation and once again no resolution found.

    I need to get the popcorn sales concession for this circus.

    We always KNEW the positions of Westlands and MWD were going to be. its very simple, they want it all, or at least as much as they can get their hands on.... and then some.  

    Because the north is not just one or two entities, but is many more disparate interests conglomerated together by necessity and their adversary (Westlands and MWD).  

    It is obvious to me that the goal of Westlands to not just to get more water, but to some how no longer be a 2ndary user, to get closer to "the head of the line" with both the Feds and state sources of water.  

    The challenge for us is that the current plumbing system in the delta is no longer working.  It is now a detriment to the ecosystem and is a significant contributor to the ecosystem collapsing.  The trick is to put in place mechanisms that prevent Westland and MWD from draining us dry.

    It is good to see congressional leaders taking a stand to say "hey wait a minute" no rolling over us.  

    but wow what a circus.
