      in order to keep it open you can't have a zero balance.  I'm not sure if there are any fees; I think the state pays for that.  That was one of the issues when the state signed this huge, expensive contract with BofA.

      It just really sucks on so many levels - and I'm not sure what part of the constitution allows the state to dictate what bank you do your banking at.  But I suppose when you're receiving "aid" from the state (that you paid for) all your rights go out the window.
