    my definition of "slum" starts with "widespread evasion/non-enforcement of relevant building & safety codes" and goes on from there. While there are some VERY down at the heels suburbs that wouldn't be far from that, there's far more skirting the edges of the codes than outright breaking of them in Australia's lower-class areas.

    Also, Australian cities have a habit of urban renewal - East Perth, which was as close to a slum as Perth got 20 years ago, was renovated, facelifted and rebuilt. And although houses in Midland are smaller and less air-conditioned than elsewhere, they are still (when built) safe to live in and abide by the relevant codes.
