    There is precedent for a Time Lord assuming a previously encountered character's form. Romana did it when she assumed the appearance of Princess Astra during her first regeneration (Lalla Ward)

      there's precedent for a Time Lady doing that.

      Romana deliberately changes her appearance several times on that regeneration, while we've had evidence that the Doctor cannot affect his own appearance when he regenerates.  Whether that's an individual difference, a gender-based difference, or something else, it would contradict previous canon for him to do that deliberately now.

        as I never found any reference to female Time Lords as Time Ladies.

        The discussion came up years ago during a Q&A with John Nathan-Turner and he said they are all Time Lords.

        The ability to affect their own appearance may be a "learned trick" or simply a talent some have and others don't. But, the loophole is there.

          If it's a "learned trick", or something you can only do once you're old enough, I would be satisfied with some brief explanatory line as to why he can do it now when he couldn't before.
