    fought as aggressively for their interests as Republicans do for theirs, we wouldn't have to wait until 2020. Texas has been redistricted twice in the past decade: once in2003, after having just been redistricted at the normal time in 2001, and then again in 2011. The minute the Republicans took control of the TX state government, they immediately set about gerrymandering their House districts, with no concern about protests from the Democratic minority. They succeeded in picking up 5 seats, IIRC,  though they eventually lost one to a court challenge.

    There is no legal reason redistricting cannot take place in years other than the year after a national census. And while I wouldn't support the kind of outrageous gerrymandering the TX GOP did in 2003, I would be fine with an odd-year redistricting plan that undid gerrymandering.
