    But your proposed MN-3 is ugly. Both it and MN-5 are safe D, so why not just keep Minneapolis and St Paul separate and make them into east and west districts? That has the added benefit that it's harder for Democrats to complain convincingly about gerrymandering.

    Combining Minneapolis and St Paul makes lot of sense for Republicans in a seven seat map. In an eight seat map, there are too many blue suburbs which incumbent Republicans don't want to pick up.

      I agree with this. With a 7 seat configuration you can put in the bluest of teh blue areas of Brooklyn Center, St. Louis Park, etc into the vote sink. And the suburban districts can sprawl out further to drown out some of the remaining blue suburbs they will have to have.
