    What a concept.

Close the MIC.  Balance the budget.  Stop killing people.

    Never happen.

Because the people who want it to happen won't accept the collateral damage necessary to make it happen.  Show me some Democrats who would have been willing to block emergency disaster relief funding just to make a point and maybe you can get what you want.

conversion of the MIC into a more dispersed civilian set of industries.

Just shutting things down with no alternative to the congressional obsession with "jobs in my district" (which, to be fair, is their job) is doomed from the start. There is no possible political coalition that could even seriously propose it. The last few attempts at base closings in the U.S. have pretty well shown that this is political poison.

What might be able to win enough support in a fully Democratic congress is support to retool and redirect military industries to other paths, especially renewable energy and related technologies. Much of the expertise is already there in terms of engineering and production capability. If aid comes with stipulations to divide up some of the larger corporations by making them separate military and non-military activities, it could be a real economic boon, both short and long term. This is something that could stand a chance in if we control both houses. It might not get rid of the MIC completely for quite some time, but it can greatly reduce its size and influence.
