    I have to say that the whole concept of privacy may, at this point, be irretrievable.  We've sold it away voluntarily, for round-the-clock access at no or low cost to the information, entertainment and services of the entire planet.  I can't say I'm too surprised or shocked at the government utilizing the data about me that is already utilized by a gazillion marketers, search engines, and credit bureaus.  

    I mean, we can try to set certain limits, just as when telephones became common we set rules about phone tapping.  But in practice, it's a lot like Pandora's box:  once opened, the contents won't go back in.
