    What do you think all of those infamous shooting cases by NYPD police officers over the last 15 years have been about.  The NYPD's operating philosophy is:  "Better a Dead Civilian Than A Wounded Police Officer."  That's exactly what the Amadou Diallo shooting was all about.  Four unmarked NYPD detectives approach a single guy at night and corner him and then get so scared they shoot 41 rounds, of which only 19 hit their intended target - from a range of about 5 feet.  They was scared.  No matter that a single person being approached by what could easily be four thugs in the dark would have been scared too.  All that matters is that people who are gladly taking the public's pay for which they know they might need to take a bullet are willing to kill a civilian by mistake - and then demand amnesty from the mistake.  This Republican sponsored legislation is just designed to enshrine that mentality into law.
