    Since the phone company knows what cell tower the phone is talking to, they can get a lot of location information without it.

      Of you carry your cell phone and it never rings or receives a text, they can still get the info from all the Internet communications your phone makes throughout the day without you lifting a finger.  Little things like push notifications, email updates, etc, all run through the internet.  They have us by the proverbial balls in multiple ways all day and all night.

      Just imagine what Nixon would have done with that power.

        To receive a call, they need to know where to route it.  So as long as your phone is on and ready to receive calls, even if you have data disabled, or a phone that doesn't support data, it still has to be in contact with a tower.  So they still know where you are, as long as it's on and can receive calls.

          They know which cell you are in, maybe even which area of the cell, but they can't tell what building you are in or which street. There is still some privacy advantage to leaving the GPS off.

            even without GPS.

            I have an iPod touch and it doesn't have GPS. Nevertheless, when I go to google maps it knows my location. When I zoom in I see a red dot right in front of my home and that's without GPS. All they have is the IP address of my wireless router and yet they can locate me very precisely.

            The only trouble with retirement is...I never get a day off!
