    except a nut with nothing but time on their hands to look for trouble that isn't there starts a neighborhood watch.

      Neighborhood watches do more good than harm, as long as volunteers do not go full metal Paul Blart Mall Cop like George Zimmerman or this crazy woman.  You can help a lot by keeping an eye out for actual danger signs like unmarked moving or maintenance vans operating when the residents are out of town, or cars cruising back alleys at 2 mph in the wee hours with their headlights off, pausing to check out back doors.  I called in the license plate on one of those once while out on a 1 am dog walk.  Pros will try to avoid an area where they know people keep an eye on each other's stuff.  Just having old folks sitting on their porch all day is worth far more than most people realize.  

      On the other hand, a vigilante mindset almost always leads people to grief.
