    Computer programmer here: no such thing.  The only way you can get truly random numbers is to seed it with random data (such as atmospheric satellite measurements, or something else).

    "random" functions in various programming languages make things appear to be random, but of course since the code is all fixed in place, there's no way for it to be actually random.

      And it's entirely possible to get it close enough, and there's no reason you can't connect these machines to the internet and get such random data. Atmospheric measurements, space telescope measurements, etc.

      There's nothing stopping this from being a thing. It's entirely technically feasible to pull off, especially with the kind of money the government is throwing at this.
