    My father saw this very behavior during his (WWII/Korea/Vietnam) career, as the military was integrated in the 1950s.

    Yes, President Truman signed the Executive Order.  Yes, the top-ranking generals all passed down the appropriate changes to the regulations.  However, if the "new CO" of the battalion didn't think it was a top priority, the company COs and platoon leaders took their cue from him...until they got a CO who DID consider it a high priority...and then....you get the picture.

    The word "parent" is supposed to be a VERB, people...
