    But I can't figure how to explain it.
    The institution is wrong- there are good people trying to change it. But they can't because the institution resists change. So the chain of command should not be involved in who is charged- that should be treated as it is in the civilian sector.
    Rape is rape.
    Training is just window dressing- it won't change until the system changes. And the change must come from outside the system.

        The training lulls the system into thinking that there is something being done.
        The Generals and Admirals say-" We'll increase training" rather than looking at the system as a whole.
        And assume they have fixed a problem- when they haven't even addressed it.
        Tailhook should have been sufficient, "Invisible War" should have been sufficient. The system resists change
        The military justice system needs to be overhauled- Sen. Gillibrand is on the right track.

      There's a reason--a GOOD reason--that US military justice exists outside the civilian judicial system.

      If they'll actually prosecute, rape is a MUCH more serious offense in the military than it is under civilian law; in fact it's a CAPITAL offense under the UCMJ.

      It's a question of focus and 'sense of urgency' in the chain of command; that's where we need to push.

      The word "parent" is supposed to be a VERB, people...
