    from 1980 to 1989 was anywhere between 8.50 to 21.5%.  Inflation was much higher, too.  It is currently 3.25%.

    Everything was relative.

    Also, back then, if you had to declare bankruptcy, you could discharge your student loans as well as your other debts.  You can't do that now.

    So, yes, increasing the rate to 6.5% now would be usurous.
