        at least for Americans and legal immigrants, and that there's a "file" attached to every number. A file may link to numerous lists of suspicious behavior, or it be empty; and, who knows, maybe even too little info on a person in the database could catch the attention of some algorithm.

        James Clapper already lied about this:

        Does the NSA collect any type of data at all on millions or hundreds of millions of Americans?
