    the Tea Party events? While it was not true for all cases on either side, the primary difference between the Tea Party rallies and the Occupy camps was that the Tea Party events were held on a single day, had met all the time, place, and manner restrictions imposed by the city, had permits, lavatory facilities, insurance, and professional security (often off duty local police). At the end of their rallies they performed the required cleanup and left the facilities as they found them. This was an intentional strategy by the Tea Party, who was funded in a manner that allowed for all these administrative functions and costs to be covered, and wanted to present themselves as clean cut, law abiding, citizens. The locations where they brought guns were open carry states and there was no violation of any laws by bringing the firearms. They followed all the rules and therefore had no negative encounters with law enforcement.

    Occupy, for the most part, took a different approach with long stays, and often not complying with local time, place and manner restrictions. That became the cause of their confrontations with law enforcement.
