    His years of IT experience, both in a key Agency and afterwards, and fact he already had such a high level clearance (which is normally administratively transferable when he changes employers) are huge pluses in his resume (and salary demands).

    It costs a contractor about $50,000 an employee to get an employee cleared by the Government for some high level Sensitive Compartmented Information (SCI) clearances and Agency-specific accesses.  An applicant who already holds such clearances is extremely marketable to other Government contractors.  The $200,000 annual salary and benefits appeared somewhat high - but maybe not too much higher than market rates.
