    cal or social end. So even a mass killing is not necessarily terrorism. Terro-izing isn't necessarily terrorism unless there's some social change sought that typically can't be won by political means or by warfare against a state.

    For that reason, a general military response to terrorism is  ridiculous although military units may have particular actions they can take at one point or another. Terrorists don't have the kind of infrastructure and assets that a military is design to attack.
