    worldwide by terrorist attacks.

    In that same typical year, about 12,000 people are killed, worldwide, by lightning strikes.

    By any rational measure, terrorism is simply a non-problem. In the list of "things that effect our daily lives", it ranks a little below "fatal bee stings" and a bit above "fatal train accidents".

    But of course our response to it has been anything BUT "rational".
