    auditor of the whole program.  How does even Congress verify what it is being told if it is sworn to secrecy and has no direct access to documents/data?

      At the risk of heresy, might I suggest a panel chaired by Ralph Nader and Russell Feingold? I trust the integrity of both of them and neither man is currently a member of government. (I'd also throw out the wildcard suggestion of Marcy Winograd who ran a couple times against Jane Harman, who is as smart as a whip and totally incorruptible, imho.)

      Full disclosure: I volunteered on Winograd's primary campaigns but was a mere precinct-walking grunt.
