    How about they take the pay of the governor and the state legislators, and tie it to performance? You know , things like job growth, rising incomes for the middle class, state health indices, environmental quality, infrastructure adequacy and so on.  Fair is fair after all.

      And if they run on jobs, jobs, jobs, and never mention abortion during the campaign, but then when they get into office, they propose no jobs bills but hold dozens of hearings on abortion, they get their pay seriously docked!

      start a petition to institute such a program and have it delivered to Washington. I bet we could get millions of signatures. Seriously, can you imagine the look on their faces.  Priceless.

      have to fill in what is known as a BEDS form (Basic Educational Data System, I believe) for the state's education department.
      There is a section that requires a teacher to certify whether s/he is "highly qualified" for the teaching job s/he currently has, based on education and educational status (master's degree &/or certification). The results are reported online for every school district and believe me, it's taken very seriously.
      I'm still waiting for every governor/state legislator/congressperson (etc., etc., and so forth) to have to certify the same.
