    basis of how well a student does on a test.  Where do you begin to take apart this lousy idea?  First of all, a student's test score is on him or her.  She or he takes the test.  ULtimately, the student has to do the learning.  The teacher is a factor and his or her performance can be assessed by observing him or her perform, as is done now.  But in the end, the student has to do.  And sometimes students choose not to do it.  That's their prerogative and this is what makes it unfair to attribute a student's performance to a teacher.  There was a scandal recently in my district because a large percentage of students in high school failed finals in math classes.  Turns out students knew enough math to figure out that they didn't need to pass the final to pass the class and they aspired to nothing better than to pass.  So they blew off the final.  

    And that's just one reason.  There are a multitude more.
