    One quibble:

    Actually, I would disagree that a Constitutional amendment is necessary to reign in domestic spying.  The 4th amendment is already very clear about what is and is not permitted.  We just have to recognize that the current use of the massive digital security apparatus is unconstitutional and should be stopped.  This requires intense political pressure from the people, but it does not require amending the Constitution.
