    and maintain infrastructure and generally pay the business' way as well as their own.

    They've been doing this in Ohio for many years (not specifically tied to universities though) which has put a lot of the state and local load on the citizen backs.

      In Ohio, Kasich has stolen money from ALL local governments and public schools to "balance" his swollen STATE budget, while he has now recklessly inflated to almost 20% more than Governor Strickland last budget.

      if they did it all over.  Actually, that's how it might work in upstate New York.  You could shift the tax burden to the working citizens and take it off businesses completely.  Then tell the working citizens that they've been take for a ride --- look at those businesses -- they don't pay any taxes, what a chump you are for doing it for them.  You foment a tax rebellion, get the working citizens to vote to decrease theri own taxes and before you know you have tax-free zones.
