    Those are two very different things, as different as the address on an envelope vs. what you say in a letter.

    I don't know how much of the shift in public opinion is explained by that, but it's a meaningful different to me. The thing about the rule of law is that conforming to the law actually does require you to curb your behavior in substantive ways.
