      shouldn't have to.   However they can avoid accumulating fees by taking all of their money out when they get paid and putting it into another bank, credit union or under their mattress where they don't have to pay any additional fees for further and ongoing use.  

      It should not be treated as a bank account or a debit card.  It should be treated as a paycheck that they just paid to cash.    If they treat it as such and remove their money, they won't get nailed anywhere near as much.

        I was able to find a PDF online for application for a Chase Payroll account, and it says that there is zero fee for the first ATM withdrawl or the first counter transaction... but that application looks like it's a few years old.

        Still more hassle than anyone should have to go through to access their paycheck.

          I know there was a huge fuss over its use by the state of Michigan.    On the oth, even SS does direct deposit.    It does save the gov't money and us too - if we can pick the account.    

           Some populations do not have bank accounts.  They use money orders.   Kids in summer youth programs are another example of people without bank accounts that give direct deposit payrolls nightmares.   Sometimes the cards are the only reliable way.

            My question is why is their a one time fee and How much T'is?
            If T'is like a $3 than just open up the friggin cash register pay the worker. WTF is happening.

            That's my take.
