    that statement may be accurate as far as official process is concerned but Snowden (and other NSA whistle blowers) have made the case that analyst behavior in practice CAN and often IS different.

    I don't take much solace hearing what the rules are on paper when the whole issue is about agencies bending and breaking those rules.

      Snowden's not an analyst, but he was an IT guy with access to certain data, and he proved that one in his position could indeed engage in behavior that is not in keeping with official process.

      In fact, I'm fairly confident in saying that Snowden was far more reckless and acted more improperly with the data than 99% of actual NSA analysts were.

      rogue sheriffs could have their cousin that works at the phone exchange listen in illegally on your conversations, or they could run license plates on some woman they thought was hot or some guy they thought was sleeping with their wife.  They could plant evidence on innocent suspects.  

      We act as if this massive ability to skirt the law means there's a greater chance today that someone's going to do it and I see no evidence that it's anymore likely than it ever was that people in authority or that have access to private data are any more inclined to subvert your individual rights.  Obviously the chances increase if you elect slimy leaders but it seems to me those chances increased in the past before the computer data as well.
