    perceived to generate a feeling of extreme fear or terror in another person. This is another example of defining an action in terms of its effect. It is a companion to "blame the victim." Responsibility for action rests with the recipient, rather than the agent.
    I think this way of thinking is a consequence of people missing a sense of sequence. They don't distinguish between what comes first and what comes second and what comes third, etc. Instead, they exist in an ineffable present in which past, present and future are simultaneous--a constant state of confusion. So, quite understandably, they feel insecure but, having no sense of order or sequence, there is no solution.
    Presidential protection might be reassuring, if the President looked the part.

      If the goal of this program is to prevent terrorist activity, it raises substantial doubt in my mind that the only persons targeted are those  who have "generated a feeling of extreme fear or terror in another person".

      After all, how many acts of terror have been committed, and how many requests for data have been fulfilled out of this database, and do those numbers match?  

      That would be a....''NO".

        Our instinct-driven brothers and sisters are directed by superficial optics -- what things (people) look like to them. If they were blind and saw nothing, they would have no fear. Terror is self-generated. But, individuals who have no sense of self, are in a purely reactive mode, which they also don't recognize.
        Our mistake is in giving these false perceptions credit.
