    Of course, even the congressman will say that his amendment proposal doesn't go far enough. But it's a tangible start. Eventually, we have to follow the money. NSA Director Alexander has access to virtually unlimited appropriations, and very little if any general accountability.

    I emailed Grayson the links and some of this diary this morning.

    This was no hastily drawn proposal. And it's certainly not completely pro-transparency. But it delineates parameters and basic guidelines.
