      It's up to the people of Issa's district to fire him.
      The problem is that Americans are constitutionally protected to be as stupid as they like, and that seems to apply to most of Mr. Issa's constituents.  I don't have much faith in them voting him out.

        Voter registration has increased for Democrats and Independents in 2012.  The problem in last election has been, the San Diego County Democratic Party has not had continuous voter registration drives and such and the only real driver for holding Issa accountable has been the Sandra Fluke incident and Issa's challenger, Jerry Tetalman, who got 41% of the votes in the CA-49 with no support from outside of the district (including DCCC and Democracy for America).  If Elizabeth Colbert-Busch can get 45% in a district more red (SC-01 in the recent special election) with DCCC support, then with the same kind of support for any viable challenger to Issa, he can be knocked off.

        Issa's district is just not deep red anymore and certainly not as red as the district that Mark "Dumbass" Sanford now occupies in SC-01.  No one can prove to me it is.  Voter registration statistics state that it is a Lean Republican district, which while still has a Republican voter registration advantage, does have a growing number of Democrats and Independents.  If more voter registration drives and additional consistent funding drives happen, then we'll have a real race in CA-49.
