    Yes, it is a grim picture.  But I think it correctly describes why these politicians are publicly saying such vile and patently false things: because within their districts, this kind of talk keeps them in office.

    The key is to get more people to vote: blacks, latinos, women, single mothers, the poor and working poor, etc.   This will help in states like Texas, but will only go so far in districts heavily gerrymandered to create permanent conservative majorities.  Redistricting would help greatly.

    Larry Craig finished his term in office, and was supported by the republican leadership.  Mark Sanford resigned as governor after his latin lover was exposed, but has made a comeback to win the senate seat in NC.  David Vitter continues as senator from LA, and is rising in the ranks of republican leadership.  John Ensign actually resigned his senate seat in May 2011 (with six months remaining in his term) after the senate ethics committee found him guilty of ethics and financial violations.
