    The Senate has that right, but if they pass fast track authority then they're voluntarily taking that away and giving themselves the up or down vote.  It's not being forced on them.  Congress often has rules on what can and can't be debated or changed in a bill.  That's not unprecedented, and it makes perfect sense for a treaty.  Who would negotiate a treaty with us if they knew Congress was just going to change it anyway?
